LAW’s Mark C. Hammond a Featured Speaker at 10th Annual Pennsylvania Landfill Seminar
Mark C. Hammond of Land Air Water Legal Solutions (LAW) was a featured speaker at the 10th Annual, invitation-only SCS Engineers Pennsylvania Landfill and Solid Waste Seminar, held on June 6, 2018 in Harrisburg, Pennsylvania. The conference provides updates on the latest regulatory, policy, and technological developments in the landfill and solid waste industries, and Mark has been a presenter every year since its inception. This year, Mark and his co-presenter, SCS’s Vice President Josh Roth, spoke on “Current and Emerging Issues in the Regulation of Landfill Air Emissions.”
Mark discussed the legal and practical impacts of current regulatory proposals and internal agency guidance on landfills and the solid waste industry. Topics included discussion of the impact of several recent actions, including the issuance of a Declaratory Order specific to landfills by the PA Public Utility Commission regarding landfill gas projects, the recent Aggregation guidance issued by US EPA, and recent PA court decisions involving the Environmental Rights Amendment. In addition, Mark and Josh previewed a number of items currently under development by PA DEP, including a fee proposal that will increase the costs of holding an air permit significantly if approved.
