Maryanne Starr Garber is a co-founder of Land Air Water Legal Solutions LLC. Maryanne concentrates her practice in zoning and land use law, guiding clients through permitting, zoning, and land use approvals for complex development projects. She represents a wide array of clients, including landfills and other industrial businesses and commercial businesses; national, regional, and local developers; educational institutions; non-profits; and telecommunications providers. Maryanne regularly appears before state and local agencies, governing bodies, zoning hearing boards, planning and historic commissions, municipal authorities, and state and administrative courts to secure permits and approvals for and negotiate agreements related to industrial, commercial, residential, and mixed-use development projects throughout Pennsylvania.
In addition to obtaining development permits and approvals, Maryanne assists clients with due diligence and other efforts related to the acquisition of properties. A significant part of Maryanne’s practice involves the representation of solid waste companies.
Maryanne also has significant experience litigating environmental matters, in both state and federal trial and appellate courts, as well as before the Pennsylvania Environmental Hearing Board.
Clients particularly value Maryanne for her ability to effectively serve as a “project quarterback” -- building productive relationships with internal and external teams and decision-makers, staying nimble to respond to changed circumstances, and remaining outcome-focused.
Maryanne earned her J.D., summa cum laude, from Delaware Law School, where she graduated first in her class and served as the Editor-in-Chief of The Delaware Journal of Corporate Law. She received her bachelor’s degree in English from Hobart & William Smith Colleges. Maryanne is a frequent lecturer, speaking on zoning and land use and environmental matters for the Wharton School’s Real Estate Center, the Pennsylvania Environmental Law Forum, Lorman Education and the National Business Institute. She is admitted to practice in the state courts of Pennsylvania, and New Jersey, the United States District Court for the Eastern District of Pennsylvania, and the United States District Court for the District of New Jersey. Before forming Land Air Water Legal Solutions LLC, Maryanne practiced for thirteen years at an AmLaw 100 law firm. She also served as General Counsel and Director of Business Development for a public speaking and communications firm.
